  If tom cruise could accidently injure or murder someone while trying to arrest them for pre-crime blasphemy, would he get an order to apprehend himself?

  Since he ends up injuring people while being arrested, surely the optimal preventative action is not to try to arrest him, and not to order him to arrest anyone else. It is to fire him from his job.
